The diplomatic foreign relations of the Most Serene Republic of St. Andre are implemented by the Department of State. The President and other agencies play a role in setting policy, mainly led by the Secretary of State. The Secretary of State heads the State Department and he or she serves as the chief foreign policy officer of the Andrino government.

The Most Serene Republic of St. Andre grants unilateral official recognition to all countries that have claims on the map of Micras by the Micronational Cartographic Society.

- After the dissolution of Haifa, the Most Serene Republic was listed as the successor state of the Free State of Haifa. It now succeeds the Free State of Haifa as party in the Treaty of Abeis. The Treaty of Abeis binds the Empire of the Alexandrians and the Most Serene Republic of St. Andre in a defensive military alliance. Full diplomatic recognition extended to the Empire of the Alexandrians, commercial and military ties.

The Commonwealth of Hamland - Status of Relations: FRIENDLY
- After the dissolution of Haifa, the Most Serene Republic was listed as successor state to the Free State of Haifa. It now succeeds the Free State of Haifa as party in the Treaty of Wallis Islands. Full diplomatic recognition extended to the Commonwealth of Hamland, commercial and military cooperation.

The Republic of Mercury - Status of Relations: FRIENDLY
- After the dissolution of Haifa, the Most Serene Republic was listed as successor state to the Free State of Haifa. It now succeeds the Free State of Haifa as party in the Treaty of Friendship and Cooperation. Full diplomatic recognition extended to the Republic of Mercury, commercial and military cooperation.
