St. Andre, officially the Most Serene Republic of St. Andre, is a coastal microstate situated in southern Apollonia. Its has an estimated population of about 892,000, with its capital and largest city being the Port of St. Andre.

Originally founded by the Bovic Tapferite Empire of the Natopian Nation as a supply and trade post in Apollonia, it was transferred out of Natopian rule to the Free State of Haifa under the Treaty of St. Andre. The Treaty ceded Wahlstadt to Natopia and St. Andre to Haifa. When the Haifan Government collapsed after the resignation and exile of Benjamin Meir, the Government of the Port. of St Andre quickly established rule of St. Andre in absence of Haifan authority.

St. Andre is governed by the Transitional Government of the Most Serene Republic. It was established after independence was given by the Haifan Dissolution Agreement. It is led by former Haifan Prime Minister Benjamin Meir, serving as Transitional President. The National Congress is composed of representatives, elected from the people to draft new Constitution and set the rules for the nation's first elections.

The country's economy mainly relies on finance, industry, services, fishing, trade, and tourism. St. Andre is considered to have a highly stable economy, with one of the lowest unemployment rates, no national debt and a budget surplus. In recent government studies, it has bee counted that there are presently more cars than people on St. Andre.
