Providing for the Andrino Defense Forces.

Quote:WHEREAS it is imperative that the Most Serene Republic of St. Andre shows its commitment to define and protect itself from all threats;

NOW THEREFORE, I, BENJAMIN MEIR, by virtue of the powers in me vested by the people of this Most Serene Republic, do hereby decree and order the following:

SECTION 1. Establishment of the Defense Forces of the Most Serene Republic of St. Andre
a. The Most Serene Republic of St. Andre shall maintain armed forces for the purpose of:
i.) Preserving the peace and security, and providing for the defense, of the Most Serene Republic of St. Andre and all its possessions and occupied areas;
ii.) Supporting the national policies;
iii.) Implementing the national objectives and ambitions;
iv.) Overcoming any nations responsible for acts of aggression that imperil the peace and security of Most Serene Republic of St. Andre.
b. We hereby create the Andrino Defense Forces to serve this intent.
c. The Andrino Defense Forces shall be composed of the following:
i.) The Army of the Most Serene Republic and its reserves and facilities;
ii.) The Navy of the Most Serene Republic and its reserves and facilities;
iii.) The Air Force of the Most Serene Republic and its reserves and facilities;
iv.) The Andrino Coast Guard and its reserves and facilities;
v.) The Andrino Strategic Defense Forces and its reserves and facilities.
d. The Secretary of State shall, from time to time, present to the Government of the Most Serene Republic of St. Andre an overview of the status of the armed forces with suggestions to consider for keeping the armed forces at their full readiness.
e. The Joint Chiefs of Staff of the Andrino Defense Forces is hereby created. The Transitional President shall appoint the chiefs of staff for the corresponding branches of the Armed Forces and name a Chairman of the Joint Chiefs of Staff to serve at the President's pleasure or until resignation.

SECTION 2. Establishment of the Andrino Institute of Technology.
a. It is the intent of the Most Serene Republic of St. Andre to establish an institution devoted to the research and development of technologies that can be used not only to defend the Most Serene Republic of St. Andre, but to contribute to the advance of technology in our nation.
b. To serve this purpose, we hereby create the Andrino Institute of Technology, or the AIT.
c. The AIT shall be headed by a Board of Directors. There shall be no more than five (5) directors serving in such board, appointed by the Transitional President. The Secretary of State shall select a Chairman of the Board from among the Board members.

SECTION 3. Military commitments, foreign troops.
a. The Most Serene Republic of St. Andre shall not enter into any agreement, treaty or concordat that will make it enter into a military commitment without the consent of the legislature.
b. Foreign troops may not enter Andrino soil without the consent of the legislature.

SECTION 4. This decree shall take effect immediately.
